There are different ways of interpreting the word used in Mark 3:14-15: And He ordained twelve, that they should be with Him, and that He might send them out to proclaim, and to have authority to heal sicknesses, and to cast out demons.
The worldly way:
Someone has been given a position of authority over people and he must rule over them and see that they do thing the way he feels it should be done.
The Church way:
A Brother or Sister is appointed to preach on Sundays. He/She has authority and the responsibility to rule over the assembly and to see that things are done the what they hear from the Lord. He/She must report to the elders and run the affairs of the assembly the way the elders think it should be done. It is a position that the assembly must respect and He/She must be addressed as Dominees, Pastor, Father or some other title.
The Biblical way:
Mat 20:25-28 But Jesus called them to Himself and said, "You know that the rulers of the Gentiles lord it over them, and those who are great exercise authority over them. 26 "Yet it shall not be so among you; but whoever desires to become great among you, let him be your servant. 27 "And whoever desires to be first among you, let him be your slave; 28 "just as the Son of Man did not come to be served, but to serve, and to give His life a ransom for many."
Unfortunately the church is general has done it the way Jesus said that the gentiles are doing it.
We as ordained ministers of the Gospel of Jesus Christ MUST be servants to the body, even to the point of being a slave; willing to do with out question. Again unfortunately, the church are abusing some ministers to the point that they must do everything, while other ministers are ruling the assembly with an iron fist.
I suggest you read the book: God's plan for leadership in the Church.
God ordains someone when and where it suits Him. Man does not ordain anyone to work of the ministry. FCCA-Int only gives recognition to what God has already started someone's life. We do hand the ordained a certificate because that is what the Church in general requires. We also make sure that persons that we ordained are properly trained and equipped for the ministry.
